Some key documents 1996 June 10: He is the author of a Covington & Burling memo, sent with a bundle of literature to a selected group of tobacco-friendly scientists and Philip Morris internal disinformation executives. It is their "current draft of the ETS literature" which is being used by John Rupp in Europe for the confusion of the scientific evidence.
Such a list, with these specific requirements, would only have been sent to those who were totally involved in the Whitecoats program and its applications.
