The International Association of Advertisers (IAA) was one of the main organizations collaborating with the tobacco industry in trying to block restrictions on cigarette advertising around the world. They were closely associated in this "Freedom to Advertise" project with the various newspaper guilds and proprietors associations , led mainly by the News Ltd. chain.

1993 Dec 28: A Philip Morris list of possible speakers (probably prepared by Aurora Gonzales) for Chris Proctor of BAT. They are collaborating in a proposed Latin American journalists junket.
    For Freedom of Commercial Speech [Total advertising freedom], she proposes:

Mr.Mendiola (do not have his full name) - He is Director General of IAA for Latin America and is based in Mexico City . I understand that he is very active in promoting freedom of speech issues. I have never met him and, therefore, don't know how good (or bad) his oratorial skills are, but I can find out . He could be a very credible speaker in light of the organization that he represents.
