Puerto Rico USA Foundation

A Puerto Rican lobby group, which may or may not be linked to the USA Foundation.

PRELIMINARY MATERIAL ONLY

Note that the USA Foundation was founded by Jack Abramoff, and it was investigated in 1984 after "organising activities to commemorate the US invasion of Grenada."

1989 Feb: A plan of RJ Reynolds called "Tobacco Issues" talks about a "$25,000 membership in the Puerto Rico USA Foundation", which may be either a subsidiary or an entirely unrelated organization. Given the Grenada links of the USA Foundation, however, it is entirely possible that this is a chapter of Abramoff's main US organization.

In this discussion of "special tax treatment for US corporations" it notes:

Issue:
Through the efforts of the Puerto Rico USA Foundation, Section 936 has remained basically intact since that time. However, because it represents a $10.5 billion revenue loss to the Treasury over 5 years, it is never safe from Congressional scrutiny.
Action Plan:
Actively work with the Puerto Rico USA Foundation and member companies in opposing any changes to Section 936 .
Cost to Implement Action Plan:
No additional cost other than existing salaries for RJR employees and $25,000 membership in the Puerto Rico USA Foundation.
