Ralph Wayne    

A Texas Baptist-Mason-Republican lobbyist who has headed the tobacco industry's Texans for Civil Justice Reform (TCJR) and the local chapter of the American Tort Refom Association (ATRA) , both of which wer largely funded and controlled by Philip Morris in the 1990s. He runs the Ralph Wayne Communications Group.

2000: "...one of the Bush presidential campaign's co-chairs was Ralph Wayne , the president of the Texas Civil Justice League , a tort reform group whose board members include executives from Halliburton, Dow Chemical, and other major oil and chemical companies.
