Generally Recognised As Safe. A loose claim attached to additives and chemicals used in a number of different areas of health and environmental regulation. The tobacco companies used it with various tobacco and food processes. All it means in this context is that the substance is widely used, and has not (yet) been fingered as producing adverse health consequences.
